Dear Carmel

      AGIMO INTEROPERABILITY STANDARDS, STATE GOV AND LOCAL COUNCILS
 
My email 06 Nov 2013 outlined the history and concerns about that protracted 
Court Hearings for family provision claims with the new National Disability 
Insurance Scheme [NDIS] and the new eCourt Processes

While my email 24 Nov 2013 explained why the "NEHTA 8 Candidate eStandards" 
issue is so important for eHealth and why there should be only one standard 
that uses the Complex Address format only of the Australian Name and Address 
Standard AS4590.

This email summarises the impact of AGIMO Policies on State and Local Government 
when AGIMO has NOT ensured that the Standards for Interoperability are consistent
through each level of Government

A	Background "Interoperability"
B	AGIMO and non-Interoperability with Local Council Forms

A	BACKGROUND "INTEROPERABILITY"

In 1999 the AGIMO was funded by Tax-payers to provide Computer Application 
Interoperability between the Whole of Government including State and Local 
Government Agencies

This is confirmed on p46 AGIMO Annual Report 2003-04 "The National Government 
Interoperability Framework [NGIF] will align the Interoperability frameworks 
used by federal, state and local government jurisdictions"

On 16 Apr 2003 AGIMO held a seminar "Web Services: technology for integration 
and efficient communication"

This quest for Interoperability resulted in Government contracts for companies 
like Red Wahoo and PriceWaterhouseCoopers

In May 2004 AGIMO ensured that Federal, State and Local Government Agencies used 
Adobe Acrobat for On-line PDF files 
{Att E - p52 AGIMO Annual Report 2003-04 "To 30 June 2004 50,000 seats had been 
purchased by Agencies a saving of over $ 300,000"}

However AGIMO did NOT ensure that all Government agencies use the standard "XML 
Name and Address" format developed by Red Wahoo

AGIMO also allowed Red Wahoo to be recognised as the "Author of the Australian Name 
and Address XML Schema Standard" and possibly receive perpetual Intellectual Property 
[IP] Royalties from the Public Purse

B	AGIMO & NON- INTEROPERABILITY WITH LOCAL COUNCILS

Although Red Wahoo was commissioned to provide Online Interoperability Services, it also 
provides Adobe Acrobat SmartForms which apparently "enables users to access forms "anytime, 
anywhere"

However "SmartForms" are not On-line Data Entry Forms, just Online Forms that have to be 
downloaded

Once the form is downloaded, it can be completed on a computer system and printed locally 
it or printed locally and completed by hand.

The complete is then emailed back or faxed back to the Council for Data to be re-input by 
Council staff or outsourced to IT Companies 

Examples of Council On-line PDF and Word Forms are:

A	Mosman Council Forms - 16 Sections-114 PDF Forms
B	Marrickville Council Forms  - 14 Sections-96 PDF & Word Forms
C	Supreme Court Forms - 137 PDF & Word UCPR Forms {Att G} 

Each Council uses different Name and Address formats in their forms while the Court uses 
the Complex Address AS4590 in all forms !

NEXT STEPS

15 years ago Federal AGIMO was set up and funded by the Public to provide "Interoperability" 
for the Whole-of-Government

AGIMO has failed to do this hence the importance for State Members of Parliament like yourself 
to take up this issue on behalf of your Rate-Paying Constituents
