		NOTICE: BUSINESS EFFICIENCY AND ETHICS

Dear Clare

I have read the Position Description for the "Group Manager, Business Efficiency 
and Support" and now submit a second set of questions about Business Efficiency 
and Ethics as this Position may be only a 12-mth Contract 

A	BACKGROUND

Although I am not a Catholic as my mother was Jewish and I was bought up as an 
Anglican, I appreciate, as a Professional Person, the Skills sought for this 
position particularly "A Commitment to the Mission, Vision and Values of SVHA" 
and "an ability and willingness to promote the Catholic Identify of SVHA and 
to work within the SVHA Code of Conduct and Code of Ethical Standards for 
Catholic Health Care Providers"

The Values of SVHA are:

G	Hospitality	H	Respect

The Code of Conduct provides the details of the Values and

         a: Examples of behaviours that reinforce our value of Unity 
	           2: Sharing Information, Knowledge and Expertise with Colleagues 

This Code of Ethics compels me to share information, knowledge and expertise with you 
about the "Communications and Information Technology [CIT]" Standards that is exceedingly 
important for the Business Efficiency of SVHA

B	CIT STANDARDS DECEPTION  

Since 2006 I have been working with a group of CIT Professionals endeavouring to raise 
awareness of the fact that the CIT Industries have developed CIT Standards for Internet 
and Database Applications that have two different address formats  in the same Standard.

These address formats are a simple address format and complex address format

By having two different address formats in the same standard this creates a need to 
employ "Data Transposition" Experts and "forces the engagement of expensive Value 
Added Network Services [VANS]" {Ref A - Letter AAPMA 1988}

This is made more complex by the enactment of the new Healthcare Identifiers Act 
2010 to replace the 10-digit Medicare Number with a 16-digit Healthcare Identifier 
number and inadequate details in the attendant Regulations.

In addition the decision of the National E-Health Transition Authority [NEHTA] to 
approve "8 Candidate Standards" for software developers to chose when developing 
NEHTAApplications is of grave concern {Ref B - NEHTA Standards}.

Those "8 Candidate Standards" are

1	EDIFACT	2	ANSI X-12
3	EANCOM	4	xCBL
5	UBL	6	cXML
7	GSI XML	8	OAGIS 7.2.1

Also NEHTA has encouraged the CIT Industry to establish a series of VANS to check 
and convert Standards to another 
{Ref C - NEHTA Multitude VANS}.

This will make the whole process grossly inefficient and unnecessarily costly

C	QUESTIONS   

1	Would SVHA be prepared to hold a meeting before Thu 21 Jul 2011, prior to the 
	Application deadline, to discuss this issue in further depth ?

2	Would SVHA be prepared to consider a joint-venture to develop a single standard 
	for the Australian eHealth Industry which includes all communication standards 
	for email, fax and telephone ?

I look forward to discussing these questions at a meeting before Thu 21 Jul 2011 if 
possible prior to submitting a formal application by 12:00 noon Mon 08 Aug 2011
