Home| Idx | Terms Ref | Exc Sum | Recommendations | Chp 1 | Chp 2 | Chp 3 | Chp 4 | Chp 5 | Apx | Disclaimer | Copyright VOLUNTEERING AND UNPAID WORK PLACEMENTS AMONG CHILDREN AND YOUNG PEOPLE IN NSW COMMITTEE ON CHILDREN AND YOUNG PEOPLE Home | SOA Docs | Mgt | Mtg | Minutes | Reports | Correspondence |Participation | Ath Mem | Vol Mem | Disclaimer | Copyright Mon 22 Feb 2016 Recipient: SOA.612FLaa1 REF:ACEHBMC1 Y/R: Flinders 2016/2017 SOA NEW POLICIES REASON WHY SO FLINDERS NEEDS TO BE ON-LINE Natalie - further to the committee's agreement to evaluate a SO Flinders web-site, I thought it may be helpful to provide you with a number of benefits that the Athletes, the Committee and SOA will achieve from their own region web-site A 2015 SOA new Governance Policy places Liability on the Club Chair B NDIS requires Committee responsibility to Members/Volunteers to encourage On-line understanding and usage C Previous experiences with Volunteer Position Descriptions A 2015 SOA NEW GOVERNANCE POLICY PLACES LIABILITY ON THE CLUB CHAIR A major reason is that with the new SOA Governance Policies announced in 2015, the Chair is financially responsible for ensuring each Committee members complies with the Volunteer Position Description and Key Performance Indicators [KPI] Examples of the current KPIs are very general with such terms as: 1 "Achieve agreed communication KPIs as set by SOA" Vice-Chair Performance Tasks and KPIs and 2 "Ensure the club satisfies any audit carried out and complies with all standards and policies as set by SOA" Treasurer Performance Tasks and KPIs The last Treasurer did not attend any meetings last years and we currently do not have a Treasurer! In Nov 2015 SOA introduced a new Code of Conduct published on 17 Nov 2015 As I understand the Role of the Chair, you have to ensure that the Office Holders, Athletes, Volunteers and Coaches have understood the Code of Conduct If the SOA Governance documents are On-line you can ensure that all the Volunteers have read them in a number of ways by perhaps providing incentives for Athletes to read them and develop Computer Skills More important is what should they do if they see someone else breaching the Code of Conduct ? B NDIS REQUIRES COMMITTEE RESPONSIBILITY TO MEMBERS/VOLUNTEERS TO ENCOURAGE ON-LINE UNDERSTANDING AND USAGE Carline and I have been speaking with other parents who have children with Disabilities about the implications of the Nation Disability Insurance Scheme [NDIS] which is being rolled out from Jul 2016 - Dec 2018 As I understand the NDIS the Athletes will be paid directly and not the parents and any recipient has to establish a Special Disability Trust with Trustees including an Accountant and Lawyer Everybody who receives a Disability Payment from Centrelink will be required to set up a Special Disability Trust for that person Many of the parents may not be acceptable as Trustees to the NDIS as the parents will not have the necessary skills to act as a Trustee eg look up services provided On-line for the NDIS As explain in my previous email to you the Government has embarked on a 5-year strategy for the Digital Economy hence we as a Committee have a responsibility to help the Athletes and Members to use the technology particularly as the NDIS will require Athletes or their Trustees to registered for up services On-line Examples where everybody needs to have On-line Skills include: 1 Disputing a Speeding/Parking/Registration Fine with the State Debt Recovery Office can ONLY be done On-line 2 Applying for a Passport can be done On-line 3 Many Council Fees are encouraged to be paid On-line C PREVIOUS EXPERIENCES WITH VOLUNTEER POSITION DESCRIPTIONS[VPD] I have been down this path of Volunteer Position Descriptions before From 2005-2007 my son played junior soccer for an RSL football club I was the Manager of my son's team for 2 years and Age Co-ordinator for the Under 8s In 2005 the President asked for someone to help prepare the Volunteer Job Functions for a Junior Soccer Club with 1400 juniors under 18s and over 100 teams in total Here is the History of the 12-week joint-venture for the preparation of the 40 Volunteer Positions The project was based on a document called "Flow Chart" which was really an "Organisation Chart" that included Web-cordinators for the sub-junior, junior and senior teams There were a number of reasons why the project did not progress including: A The Parents started to question why: 1 The Registration fees were so high when most of the Fees were already paid in their Council Rates and why it included Player Insurance Policies for kids playing soccer 2 Why all the Registration was PDF forms that had to be downloaded and completed each year 3 All the Children and Volunteers had to sign on for each training session and match B The Senior Players were not paying their membership as they felt the Club was wealthy enough on the fees paid by the 1400 junior players This appears to be a similar feeling among the 18 Clubs that are members of the MWFA as there are over 25,000 Juniors playing soccer in MWFA C The local Soccer Club Peak-Body "Manly-Warringah Football Association [MWFA]" would not allow the Soccer Club to provide its Registrations On-line and we discovered all the Volunteer Participation Forms with the Rosters could only be sent to MWFA and could not be entered by the Soccer Club This appears to be similar to the 2004 Rio Tinto Volunteer Management Scheme [RTVMS] which was a partnership between the Rio Tinto WA Future Fund, the WA Department of Sport and Recreation and Mundaring Council D NEXT STEPS Hence my belief that it is in the interest of SO Flinders and its Athletes, Members and Volunteers to develop an On-line Region/Club System which will assist the Chair of every other Region/Club to comply with the new SOA Policies and Practices I look forward to working with the Committee to assist our members to understand the issues but not to give any advice and discussing it further with the Flinders Committee next meeting Yours sincerely Stephen GOULD Trustee TH DUFFY Special Disability Trust E: trustee.THD@gmail.com M:{61}(0)416-009-468 This is an example of how all Committee Information like Agendas, Minutes and Reports can be "On-line" with the RUBAC TM Electronic Committee Information Management [ECIM] Process and provide Committee Metrics including Participation and Contribution eCredits Home | SOA Docs | Mgt | Mtg | Minutes | Reports | Correspondence |Participation | Ath Mem | Vol Mem | Disclaimer | Copyright
