Dear Colin Public Interest

ASSISTING SO FLINDERS TO ACHIEVE ITS OBJECTIVES

I respond to your email 08:59 F 06 Nov 2015 with examples of how my experience,
professional expertise and technical ability will assist SO Flinders meet the
Governance objectives set for Special Olympic Australia [SOA] by the Australian
Sports Commission

The Australian Sports Commission is funded by Tax-payers like myself and other
SO Parents

An example of a Governance issue is that SO Flinders Members should receive the
Nomination forms 1 month before the AGM not 2 days before it is due to be held

There is no time to notify the members of the Nominations hence the AGM may have
to be re-scheduled

The SOA objectives include multiple Sports with 16 named Sports

As far as I know, after 4 years of attending the Tennis with Tas, SO Flinders has
Tennis, Bocce and Ten-pin bowling

From 2005-2008 I was involved as the Volunteer Team Manager and Age Coordinator
for a Northern Beaches Junior Football Club

Each season at Registration Time it was the most disorganised nightmare as 1,100
parents tried to register their child at $ 235.00 a season with hand-written
registration forms and buy the right size shirts, socks and shorts

As the Parents wanted to encourage their players to learn how to use the Internet
for recording games results and accessing maps to the grounds, the Parents of
the U7 team developed the Junior Sports Information System [JSIS]

It also included a simple way for Players and Parents to Register On-line, change
the size details as their child grew as well as lodge a complaint

In 2007 the Australian Sports Commission made it mandatory for every Team
Manager and Coach to sign a Child Protection Document

Each Parent had a right to know that all the Team Managers had signed a form and
the check had been carried out hence the Child Protection Confirmation list was
developed On-line

The President asked me to assist with the Governance of the Club and we agreed a
Joint-Venture to implement the "Work Flow Chart" as per the attached {Att A}

You will note that this 2007 document includes a Senior Web Co-ordinator, Junior
Web Co-ordinator and Sub-Junior Web Co-ordinator

As a Volunteer I surveyed and prepared the Job Description for every position and
my contacts developed a complete Teams Index for the 115 sides with 1,463 players

It is distressing to note that it appears from the emails received that the current
SO Flinders Committee is not prepared to support SOA and is prepared not to sign
the SOA Agreement hence this is why Carline has nominated me as the Chairperson

I have my responsibilities to Tasman as his Trustee not to allow that to happen as he
enjoys entering the SOA Competitions

The reason why you were given another email address is because it goes with the
Position of Vice-Chairperson and not to your name

Many people do not want to use their business emails or personal emails if they
belong to a number of different entities

This is part of the email Governance whereby we, on any SOA Committee, are all
acting on behalf of the Disabled Athletes

My apologies for using Blind Copies but there are many people who have been
contributing their time and efforts for a number of years to provide effective On-line
Systems

An example is John UNKLES of FINSIA who recorded in their 2006 Annual Report
"a new online membership application was introduced to simplify the joining process
and improve business efficiency" {Att B}

I spent time in 1997 with John UNKLES when he was CEO of the Australian Taxation
Institute and provided a letter of support for "On-line Membership" Grant Application
from the ITOL Program

NEXT STEPS

Colin I can assure you and the SO Members my intentions are to "ensure SO
Flinders delivers on its charter of delivering quality sporting opportunities for its
members:"

I look forward to meeting with at the AGM at 12:00 Sat 07 Nov 2015 and working
together for the benefit of the Disabled Athletes

Yours sincerely

Stephen GOULD
