"GOVERNANCE METRICS" TO ASSIST ACCELERATE "THE DIGITAL ECONOMY"

Further to the email Mon 14 Sep 2015 re the On-line Report by the "NSW Children and 
Young People Committee" on the "Inquiry into Volunteer and Unpaid Work Replacements" 
further key Governance web-pages have been developed including

A	Committee Participation and Contribution Metrics
B	On-line examples of Submissions to the Committee
C	Immediate referral to key issues when On-line

A	COMMITTEE PARTICIPATION AND CONTRIBUTION METRICS

a	Committee Participation Metrics

Here are examples of how Governance Metrics for Committee Participation and Contribution
Provide sponsorship opportunities for local small businesses to accelerate the Digital 
Economy

All Government Committees and most Not-for-Profit Organisations minutes that list the 
attendance for each meeting.

These attendance records can be placed in a simple spreadsheet to provide an On-line
record which can be sponsored by Local Businesses

This On-line Report can be update after each meeting and sponsors rotated before each 
meeting

b	Committee Resolution Metrics

This On-line Report can provide a Governance record of all Resolution by each meeting with 
the Proposer and Seconder as listed per the Minutes 

More important this On-line Report summary can be linked to every Committee Resolution
listed in the Minutes  !!

c	Committee Contribution Metrics

This On-line Report provides a summary of the Contribution ie who proposed and who
seconded each resolution for the duration of the Inquiry 

B	ON-LINE EXAMPLES OF SUBMISSIONS TO THE COMMITTEE

If all the Submissions are placed On-line there are enormous opportunities to accelerate 
"The Digital Economy" by local small business sponsors

An example is the excellent submission by Clifford GILES for a Volunteer Referral Service

This is a small submission of 4 pages but it provides 12 web-pages as sponsorship 
opportunities

C	IMMEDIATE REFERRAL TO KEY ISSUES WHEN ON-LINE

When Submissions are On-line direct reference can be made to specific issues
eg Mr GILES's Submission

Mr GILES refers to an Initial Stage Setup Requirement

He identifies in "Duties" how important it is to design appropriate forms and use
Technology to record Volunteer Information in a Data Base

The impact of this Submission can then be reviewed in the Recommendations to see if the 
Committee has recommended the use of Technology to accelerate the Digital Economy

However it appears that this submission has been totally ignored by the Committee 
Recommendations !

NEXT STEPS

What is the process for a Feasibility Study to gauge the potential Financial benefits and 
Job Creation Opportunities by implementing "Electronic Committee Information Management 
[ECIM]" and "Electronic Participation Credits" in the NSW Parliament ?

This is an example project for a Proposal to the NSW Government explaining how ECIM
can stimulate the Digital Economy by placing the 700 NSW Government Inquiry reports
On-line with links to all the Submissions and Witness Transcripts
